If Cortana disabled through Group Policy Editor then You should follow the following steps to enable cortana in windows 10: –

•   Open Run.
•   Type gpedit.msc and hit enter.
•   If a User Account Control (UAC) window appears, click Yes.
•   Then navigate to Computer Configuration > Administrative Templates > Windows Components > Search.
•   In the pane on the right side of the window, look for the Allow Cortana setting and double click it.
•   Thereafter select the Enabled radial, and click OK.
•   Close the Group Policy Editor and restart your computer.
